I) Initial Application (Already Submitted)
1) Form SF-424
2) Governor's Assurance File. This file was accomplished by the Governor's letter to Secretary Chu. Further, the Governor's letter to the legislature and the Governor's letter to the PUC were meant to help fulfill this function.
3) Planned Activities. The preliminary application must have included a preliminary list of planned activities that will be conducted using SEP recovery act funds. The preliminary list is integrated with the projects section of the OERR website here.
II) Comprehensive Application (To Be Submitted)
1) Form SF-424
2) Project/Performance Site Locations. (Located in FedConnect)
3) State Master Plan. Details for what is required in State Plans can be found in 10 CFR ยง 420.13. Examples of state energy strategic plans can be found here from DE, CT, NH, and NJ. As an example, Connecticut's proposed full SEP ARRA application can be found here. The plan includes 2 sections.
3A) Master File. The master file must include, wherever practicable, an explanation of how implementing the plan will conserve energy, how the State will measure progress toward attaining the goal, how the program activities represent a strategy to achieve these goals; an explanation of how the plan satisfies the minimum criteria for the required (mandatory) activities; and a plan for State monitoring that describes how the State conducts the administrative and programmatic oversight for programs implemented by other agencies within the State, contractors employed by the State, or subrecipients of financial assistance from the State. If a State has completed certain mandatory activities, this may also be indicated in the Master File. A description of how the State will achieve the new energy efficiency goal of 25 percent by 2012 shall be included here. Key elements of the States Strategic Plan (if available) should be included.
3B) Annual File. The Annual File section of the State Plan describes each market area and program activity for which the State requests financial assistance for a given year, including budget information and milestones for each activity, and the intended scope and goals to be attained either qualitatively or quantitatively. For States using WinSAGA, the SEP Narrative Information Worksheets capture this information.
4) Recovery Ramp-Up File. States must address how they are meeting the goals of the ARRA, commit to create new programs or expand existing programs, and show 2008-2010 funding levels for state-level Energy Efficiency (EE) and Renewable Energy programs.
5) Governor's Assurance File. The file from the initial application must be included. Further, a discussion of progress made since that time in meeting the assurances required in Title IV Section 410 of the ARRA must be detailed.
6) Form SF-424A This form must be filled out. It functions as a standard DOE non-construction budget (excel)
7) Budget Justification File.
8) ARRA Budget Justification File. This relates to the Davis-Bacon Act (40 U.S.C. 3141 et seq.). Click here for guidance.
9) Subaward Budget Files. These files are only required in the event that a subcontract in an amount > 25% of the total will be awarded. Unless they are construction projects (Form SF-424C), use additional copies of Form SF-424A.

12) SPOC. The state's Single Point of Contact (SPOC) for intergovernmental review is Bill McKenna
13) Application. The application must be uploaded into both FedConnect and WinSAGA.
