Energy Review Team Postings
STAC co-chair, David Farmer, has been asked by the RI Office of Economic Recovery and Reinvestment (OERR) to chair the Energy Review Team for the Rhode Island State Energy Program (SEP).
The State Energy Program (SEP) is a grant to the State’s Energy Office from the U.S. Department of Energy (DOE) to support energy efficiency and renewable energy programs and initiatives. Through the American Resource and Recovery Act (ARRA) the State of Rhode Island will receive an additional allotment of funding in the amount of $23,960,000 for SEP programs and projects
According to DOE, there are four broad goals for state use of these supplemental SEP funds:
• Increase energy efficiency to reduce energy costs and consumption for consumers, businesses and government
• Reduce reliance on imported energy
• Improve the reliability of electricity and fuel supply and the delivery of energy services
• Reduce the impacts of energy production and use on the environment
Federal guidelines mandate that projects supported by this supplemental SEP funding must be selected based on how well they meet the following criteria:
• Job creation
• Energy cost savings
• Reduced dependence on imports
• Reduced environmental impacts

- RI State Energy Plan: Working Draft - Distributed at May 7th open meeting - not final - comments are due from Energy Review Team members by 9:00am Monday May, 11th 2009. Revisions will be as agreed to by the Chair and Vice-Chair. The plan will then go through a public review and comment period prior to final adoption in late May/early June.

The Rhode Island Office of Economic Recovery and Reinvestment has named
an Energy Review Team which will 1) provide for the development of a
Rhode Island State Energy Plan and application package, which is due
May 12, 2009; 2) develop evaluation criteria and performance metrics
as required by the ARR; 3) recommend reporting and tracking methods to
comply with the requirements of the ARRA, and; 4) put in place
mechanisms to assure public involvement and transparency.
The
Energy Review Team will also set forth means to meet goals established
by ARRA, Governor Carcieri and RI law to achieve improvement in
efficient use of energy, to secure energy from renewable resources, and
to reduce environmental impacts from energy use, including greenhouse
gas reductions.

topics outlined by the SEP supplemental grants:
